<p>‘소액결제 현금화 사업은 불법이다. 아이디어통신망법은 ‘통신과금서비스사용자로 하여금 통신과금서비스에 의하여 재화등을 구매·이용하도록 한 후 사용자가 구매·사용한 재화등을 할인해 매입하는 행위에 ‘3년 이하의 징역 또는 3천만원 이하의 벌금에 처되도록 규정하고 있다.</p>

<p>작년 금감원은 소액결제 현금화 등 불법금융홍보를 방송통신심의위원회에 요청해 사이트 폐쇄와 게시글 삭제, 계정 중지 등을 확정했지만 ‘언론 보도에는 대응하지 않았다. 금감원 지인은 “언론의 보도는 광고로 규정할 수는 없어 보여서 판단하기 힘든 면이 있을 것이다”고 하였다.</p>

<p>신세계인터내셔널 관계자는 “핸드폰 소액결제는 신용카드 결제와 비슷한 구조이기 때문에 직접 계좌로 이체가 된다”고 말했다. LF몰 관계자 역시 “휴대폰 소액 결제는 다날, ISP/페이북 등으로 이미 결제가 된 부분이기 덕에 현금으로 당장 지급하고 있을 것입니다”고 이야기하였다.</p>

<p>다만 일부 불법 기업의 신용카드결제, 구글아이디어사용료, 핸드폰소액결제현금화 서비스 진행 시 개인 아이디어를 빼돌려 악용하는 스미싱 등 관련 피해 사례 역시 보고 되고 있습니다. 그래서 이용자들은 서비스 사용 전 피해 예방 수칙을 확실히 확인하고 이를 준수해야 한다.</p>
